I hope you are just trying to develop and not running in production. Devstack
is not meant for production, and you will spend more time fighting with it
to get it production ready than you would manually deploying everything.

Also baremetal is not meant to be multi-tenant. The nodes are not wiped when
a server is deleted, and thus the next tenant may very well be able to read
unused disk contents. Also there are other places to hide "evil" in a machine
than just the local disks.

It is known to not work. One hypervisor per cloud is all that is allowed.

Devstack is meant for rapid development of OpenStack. You haven't actually
stated your end use case, but if it is anything other than development of
OpenStack, you need a new tool.

Right, that is because you can only have one hypervisor type.
