Stefan Rijnhart (Therp) proposed the following answer:
It used to be the case that no analysis file was created when there were
no changes (this seems to be the case for this module). This was changed
in the following revision: http://bazaar.launchpad.net/~openupgrade-
committers/openupgrade-server/7.0/revision/4619

However, it seems that the analysis files have not been updated ever
since.
