Holger Brunn (Therp) proposed the following answer:
The version(s) you give migrate.py is the version you want to migrate
*to*. That might be confusing, but is in line with the branch
versioning.

So migrate.py [...] --run-migrations=6.0,6.1,7.0 expects a 5.0 database
and migrates it to 7.0
