Stefan Rijnhart (Therp) proposed the following answer:
You seem to have big problems creating an environment to simply run
OpenERP from source.  This is not related to OpenUpgrade.

    ImportError: No module named docutils

This explains why your database does not end up having the login_date on
the res_users table. While this bit of the migration is executed, the
transaction containing the schema change is not comitted because of the
exception.
