Another option might be to do it in a forum to start, and then we can upgrade you later to something else once we figure out what that looks like.
Let's see if this might make some sense:
Create a sub-subforum of tasks to be done in the subforum for the department (like our bugs and blueprints). People log in, look at the list, and offer to help with something. When it gets assigned, the post gets "stickied", meaning someone is working on it. (I like this because it's a built in ongoing thread about the task in question). When the task is done, the post gets moved to an archival area. Rinse, repeat.
Obviously as we grow we'll need something better. But I think this might get us off the ground to start, and the dev team can install a copy of Open Atrium to play around with.
