Eddie, 

I agree. If you make an announcement I recommend being up front with saying that what the setup currently needs is a theme, and they need to be familiar with PHP to do it. 

As a side note to you, it can probably be deployed with a default Drupal theme, unless there's some info I don't know (I haven't had the chance to get in there and look at it myself). It seems a little silly to delay something this important to the group over it not looking pretty enough, but that's just me, and I'm probably missing a lot of info.
