Funding is certainly an issue.  As an independent consultant, it is my
daily task to find funding.  :-)

Well, there is a misunderstanding here (of sorts). 

If you check my LinkedIn profile you'll see that though I am living in
Brazil; I am also a US citizen (22 years - retired USMC) and a member of
the CCHIT Advanced Interoperabity WG; and HITSP member.   There is also
another group concerning FOSS/EHRs and CCHIT that I am an invited
member of; though I am not  certain of my ability to speak about it
publicly at this point. 

So; I would say say we have a clue. :-)
