OSHIP on Windows

With the new install process there may be some *new* issues with Windows
installations.

Since there is a large amount of C code that gets built automatically I
can only see two options if you do not have a compatible C compiler.

Delete the PyClips install sections from buildout.cfg

Possibly.....the Visual C++ 2010 beta2 is available (for free download?)
and may work well enough to get up and running.

Can a Windows user verify this second option please?

Thanks,
Tim
