[Bug 603698] [NEW] Class HierObjectId does not generate the correct root part of an ID.

See bug 603688. When initializing an
org.openehr.rm.support.identification.HierObjectId object the value
attribute should be parsed in order to generate a root UID and an
extension. I suggest an implementation similar to ObjectVersionId, of
course adapted to an HierObjectId (see the java implementation).
