Hello team!

I've been thinking a bit on the rules on complaints and retransmissions of
lost blocks and I think we might have a bottleneck in the splitter if the
cluster is large (if you lose a video block from the splitter to a peer the
splitter will receive many complaints as there peers in the cluster).

What do you think the idea that only the gatherer can complain? Yes, in
this case, a malicious peer can remain in the network by sending only the
gatherer, but in the case that this occurs, we could bring out the figure
of the trusted peer.
