I've just registered a blueprint for UDS that describes the features of a
desktop utility for rapidly reporting paper cuts directly from the desktop,
similar to ubuntu-bug, but specialised for the paper cuts project.

I've started a thread on the Ubuntu Desktop mailing list titled
