This works fine here. Did you set the minimum font size for the correct
encoding? (ie the default encoding for incoming mail)

  1. In the "Edit/Preferences/Display/Formatting/Fonts/Advanced..." menu, set the size of any font and to the minimum font size to "24"

  2. Write a new message with a short text
  3. Set the "Options/Format" menu to "Plain Text Only"
  4. Send the written message to yourself
