I separated Fill Folder from Fill Image as its own option. In addition I
enhanced the dispersion (missing pixels!) algorithm.
http://bebraw.googlepages.com/tamogen_dispersion.jpg shows the idea
(tiles are scaled to fit empties) and
http://bebraw.googlepages.com/tamogen_finished_dispersion.jpg shows the
result.

This patch provides UI to Tamogen (http://sintixerr.wordpress.com/tone-altering-mosaic-generator-tamogen-in-python/). I modified it somewhat so that it supports arbitrary image sizes better. Example output: http://bebraw.googlepages.com/tamogen02.jpg .
