Hi, unfortunately I can't do nothing about it. Please ask the launchpad project for this functionality and I'll reopen this bug to enable it.

The reason why I put it on won't fix is only because I can't fix it and
like to clean up the bug list. I like to fix all bugs before releasing
Phatch. That said it was a good bug report. Please try to get this done
from the launchpad project and keep on reporting bugs!

Status in Phatch = Photo & Batch!: Won't Fix

Bug description:
The Launchpad bug submit process requires clicking on "Extra options" to attach a .phatch file.
"Include *always* your action list and an example image with which the bug can be reproduced."
Since you insist on always including a .phatch, then the file attachment list should be always on, not require clicking on "Extra options" to expand it.
