For development, you better use phatch from bzr instead of PPA (as PPA
is mostly some versions behind). For short instructions see BAZAAR at
https://launchpad.net/phatch. You better read the bazaar tutorial
first:

Knowing/studying bzr is the first step you have to do if you want to
contribute to phatch development. Take your time for it.
