This issue seems to have been fixed in the latest development release of
Ubuntu.

(A search for phatch returns the package 'phatch' as first result and
'phatch-cli' as fourth.)

The phatch entry in the Software center is the phatch-cli version, which most users would not want. there is no entry for the phatch gui package.
