[Bug 673314] Re: Delete plugin directory does not remove menu items
Unfortunately for now one will have to uninstall a plugin. Its to
dangerous to assume when the plugin cannot be read to uninstall menus
and databases. The safe route, a user must explicitly uninstall a
plugin.

Bug description:
Create a new plugin directory and install the plugin and have it create a menu item automatically from the config file.
Now delete the plugin directory without uninstalling it, and the menu items remain (although they do not function). Also, you will still find an entry for the plugin in the _core_plugin_activation table in the db.
