To answer the above question, yes I followed those instructions. The
install was successful though, but the error occured when I went to the
main page using the "check your new installation" link.

I deleted everything and downloaded the beta-4-pre with the link above.
The install was again successful, but the same error reported above
occurs when I click on the "check your new installation" link.

  System Admin tabs don't work

Bug description:
  v3.0.0-Beta-2 with Firefox 3.6.10

When you click on System Managemnt > System Admin none of the tabs are highlighted. If you click on a tab it adds the tab information to the bottom of the page without removing the information from the previous tab, so the page gets longer and longer!
