This was the last bit of problems from Sourceforge, we will not be
hosting our files there anymore, they have let us down to many times
now. We have lost hundreds of downloads because of them. No more
sourceforge. Download link was changed on PHPDevShell.org.

  Cannot download v3 RC1 from Sourceforge

Bug description:
  I have tried several times over the last few hours to download v3 RC1
  from Sourceforge, but for both the ZIP file and the TAR.GZ file I am
  only getting a couple hundred KB for the file size once downloaded.
