I understand the issue, but there isn't much I can do. I have tested the
"database backup" on several machines (my own, my friend's, and my
server's) and it works fine. The issue MUST be on your server.

I would contact the system administrator, and ask why you can't create
SQL dumps with PHP. This isn't an issue with phpns, but an issue with
your machine.
