[Question #72259]: What is the purpose of <a href="#">{author}</a> in the default template?

I must be missing something obvious. The only thing <a href="#">{author}</a> does is to give me a link that, when clicked, takes me to the  top of the page. Is the entire purpose of this link to take me to the top of the page?
