The bug is fixed in pkg-perl's svn, commit r55731
svn://svn.debian.org/svn/pkg-perl/trunk/dh-make-perl

I'm attaching the diff for this commit in case it's useful for
Ubuntu.

(The package in Debian also still has this bug; a new upload is
pending but probably a bit invasive for Ubuntu short before the
freeze).
