I think this problem should be fixed in a newer version of
dh-make-perl.  Please try 0.68-1 from maverick or 0.70-1 from Debian
unstable.

Several of the packages you mentioned (Dancer, Plack, Any-Moose-0.13,
Authen-Simple-Passwd-0.6) are also already packaged for Debian.  You
might get better results with using the source packages from there and
re-building them on Ubuntu.  Note that some packages might only be
available from the pkg-perl team's SVN repository[1]
(e.g. libdancer-perl which is currently in NEW).
