The failing test is actually t/TestApp/t/03-static.t, the relevant log
snippet is:

This is the same as http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=611368
which got fixed in jifty-1.10518+dfsg-1 which recently entered Debian testing.
