A quick work-around is to install the package from oneiric:

sudo apt-get install libdate-leapyear-perl
wget http://ch.archive.ubuntu.com/ubuntu/pool/universe/libd/libdate-ical-perl/libdate-ical-perl_2.678-1_all.deb
sudo dpkg -i libdate-ical-perl_2.678-1_all.deb
