[Bug 1636557] [NEW] Rebuilt required to support perl 5.24

That package has not been rebuilt yet, and all the *-perl packages
already updated cant be upgraded. This also lock some others like
gtkorphan (rebuilt needed?), vim-gtk3 and probably some others.
