I encountered this with libfl-dev.  The cause is apparently a symlink
loop:

lrwxrwxrwx 1 root root 27 Feb 28  2016 /usr/share/doc/libfl-
dev/NEWS.Debian.gz -> ../libfl-dev/NEWS.Debian.gz
