Checking the build log:
/bin/sh: 1: x86_64-linux-gnu-gcc: not found

cpanm is pretty useless without this. The dependency should probably be
"build-essential".

What happened:
building Perl packages fails because of missing compiler.

What is expected to happen:
build succeeds

Ubuntu versions:
16.04, 18.04 at least
