Neither Ubuntu nor any other distribution can keep distributing and
supporting software packages that are no longer being maintained. If
you're upset that Shutter is no longer supported in Ubuntu, you can take
it up with the person who stopped maintaining Shutter. It's not Ubuntu's
fault.
