Note that the regression which is introduced is cross-package; a latent
bug in libwww-perl is exposed by the update of libio-socket-ssl-perl.

This means libio-socket-ssl-perl needs a reupload to declare a breaks:
on the older versions of libwww-perl, so that users don't install the
libio-socket-ssl-perl update without also updating libwww-perl.
