[Bug 1870540] [NEW] autopkgtest regression, heavy-deps should be skippable

Public bug reported:

Version 0.34-4ubuntu1 of libcgi-application-plugin-messagestack-perl has
a regression and it is blocking the pkg-perl-tools migration:

https://objectstorage.prodstack4-5.canonical.com/v1/AUTH_77e2ada1e7a84929a74ba3b87153c0ac
/autopkgtest-focal/focal/amd64/libc/libcgi-application-plugin-
messagestack-perl/20200402_062236_d7130@/log.gz

Actually it is not a regression but a restriction is missing in one of
the tests. The 'test command4: /usr/share/pkg-perl-autopkgtest/runner
heavy-deps' has been skipped and it returns exit code 77, this test
should be marked as skippable to avoid this kind of failure.

** Affects: libcgi-application-plugin-messagestack-perl (Ubuntu)
     Importance: Undecided
         Status: New
