[Bug 1930137] [NEW] missing dependency on libpod-parser-perl

Public bug reported:

$ licensecheck -h
Base class package "Pod::Parser" is empty.
    (Perhaps you need to 'use' the module which defines that package first,
    or make that module available in @INC (@INC contains: /etc/perl /usr/local/lib/x86_64-linux-gnu/perl/5.32.1 /usr/local/share/perl/5.32.1 /usr/lib/x86_64-linux-gnu/perl5/5.32 /usr/share/perl5 /usr/lib/x86_64-linux-gnu/perl-base /usr/lib/x86_64-linux-gnu/perl/5.32 /usr/share/perl/5.32 /usr/local/lib/site_perl).

$ apt policy licensecheck
licensecheck:
  Installed: 3.1.1-2
  Candidate: 3.1.1-2
  Version table:
 *** 3.1.1-2 500
        500 http://la-mirrors.evowise.com/ubuntu hirsute/main amd64 Packages
        500 http://la-mirrors.evowise.com/ubuntu hirsute/main i386 Packages
        100 /var/lib/dpkg/status

The error persisted after apt install --reinstall licensecheck.
The error did not happen any more after I wrote sudo apt install libpod-parser-perl.
