I think, I have an idea what is going on.

The first line of the output is

> ln: failed to create symbolic link
'/home/jwill/snap/shutter/27/.config/gtk-2.0/gtkfilechooser.ini': File
exists

So it looks like you are using the Shutter snap and for some reason it
fails to deal with the file gtkfilechooser.ini which sounds related to
the "Open file" dialog which displays the problem.

Please try to use the Shutter PPA instead:
