The autopkgtests for liblwp-useragent-chicaching-perl still pass for
on Debian/unstable, and also on ci.debian.net:

Looking at the Ubuntu log above I don't see an indication that the
test failure is caused by libtype-tiny-perl (even if this package
maybe triggered a re-run of the tests).

(Why the request in the test failed is another question …)
