I can confirm that librdf-query-perl  from noble-proposed has fixed the
bug for me.

Test done:

installed librdf-query-perl  and execute 'rqsh' to confirm it still
fails to run.

Added noble-proposed to apt sources.
install librdf-query-perl  from noble-proposed.

followed the testplan and executed "rqsh" which resulted in the rqsh
prompt.

Package tested:

$ apt-cache policy librdf-query-perl
librdf-query-perl:
  Installed: 2.918-3ubuntu0.24.04.1
  Candidate: 2.918-3ubuntu0.24.04.1
  Version table:
 *** 2.918-3ubuntu0.24.04.1 100
        100 http://gb.archive.ubuntu.com/ubuntu noble-proposed/universe amd64 Packages
        100 /var/lib/dpkg/status
     2.918-3 500
        500 http://gb.archive.ubuntu.com/ubuntu noble/universe amd64 Packages
