It's the same here on IBM X22 800Mhz.

I can only assume that it is generating a list or scan some stuff and
that eats all the resources doing that. This would have to be either
double checked with XFCE bug tracker for duplicate issues or would have
to be reported to them I suppose.

Bug description:
when I use the builtin GUI app to change keyboard mapping, it freezes the keyboard+mouse for a few seconds.
I noticed xorg process goes up to 75% CPU then.

it's fine when I do it by CLI : setxkbmap fr
