[Bug 546122] Re: add doc-base files to packages that miss them

all the package and test if there is a matching doc package name and
install them,

Title:
add doc-base files to packages that miss them
Status in broth - the mother of all soups:
New
Bug description:
http://www.debian.org/doc/maint-guide/ch-dother.en.html#s-doc-base
Once this is done there are mechanisms and tools that enable users to
actually find the documentation that is installed already.
