I think this is an Issue with your Gtk Theme and not pyNeighborhood.

Bug description:
As you can see in the picture shot1, pyNeighborhood draws a red line around the "exit-Button". Looks nice! ;)

But when you move over (onmouseover) the "settings-button" (see shot2), the icons overlap and the red line is broken.
