[Bug 1177831] Re: build_job with parameters fails since POST is not used.
Hmm. I don't ever see my instance of jenkins asking for a POST, not
even when i load up the web form. Although I can't reproduce this
issue, it looks like it might be a problem in certain versions of
Jenkins or certain Jenkins configurations. It doesn't look like we have
confirmation on which version or configuration though. In any case I
guess I don't see a problem with Terry's change
(https://review.openstack.org/#/c/122462) to make the command do a POST.
Either GET or POST works for me when running against jenkins 1.565.3

Bug description:
Jenkins requires a POST when a job URL has parameters. Since python-
jenkins does not pass urllib2.urlopen a data value a GET is used
instead. This results in a failure and the Jenkins error page is
returned.
To reproduce this bug:
- Create a job with parameters.
- In ipython:
import jenkins
j = jenkins.Jenkins(url)
j.build_job(job_name, {param : value})
This will fail.
