  Updating job fails if job-body contains unicode text

  If job xml has unicode characters updating procedure fails with the
  following stack trace:

      msg += message_body
  UnicodeDecodeError: 'ascii' codec can't decode byte 0xd0 in position 9304: ordinal not in range(128)

  msg has type unicode, message_body has type str, so python tries to
  convert message_body to unicode by using ascii encoder.

  The msg is unicode, because url is unicode.
  url is unicode because Jenkins.server is unicode.
