Hello Paolo,

The pop-up is just tool tip giving you a quick glance at the content of
the annotation. (Hence, its duration is the system default for tool
tips.)

If you really want to read and possible change it, left-clicking it
should open a small modal dialog (which you used to create it in the
first place) which won't close until you press the Escape key or click
somewhere else. (The tool tip is just for peeking at the annotation so
to speak.)
