Hello Mark,

qpdfview does request the window to "activate" its window when a tab is
opened, but that is only a request and the final decision is up to the
window manager. Some do nothing, some give a visual indication and some
will bring the window to the foreground. For the more featureful ones,
this is all configurable. So if there is a setting, it is a probably a
setting of your window manager, but I have to admit that I do not know
about where exactly this can be configured for Mate.
