  Cmake script does not chech current QT version

Bug description:
  I have found that cmake script doesn't check qt installation version.
  So this error occured:
  [20:28:17]: [Step 1/2] CMake Error: The following variables are used in this project, but they are set to NOTFOUND.
  [20:28:17]: [Step 1/2] Please set them or make sure they are set and tested correctly in the CMake files:
  [20:28:17]: [Step 1/2] QT_QTDECLARATIVE_INCLUDE_DIR (ADVANCED)
  [20:28:17]: [Step 1/2]    used as include directory in directory /home/teamcity-agent1/agent1/work/d8bd6903997ecd74/plugins/qmlchat

  so i have found that this occures when trying to make qutim on debian
  squeeze with qt 4.6 installed.
