[Bug 240524] Re: Gracful apache restart so users arn't disconnected
I guess we could implement graceful by default on the notice's restart
button since we will provide buttons to manually stop and start apache
at any given time. This way restart would always be graceful while one
could take the hard path by stopping and starting apache by hand.

use "apache2ctl -k graceful" so that current users are not disconnected by apache being restarted
from man page "apachectl script returns a 0 exit value on success, and >0"
