fuhrysteve is correct but the line that needs to be added to in
/etc/phpmyadmin/config.inc.php in his suggestion is wrong. It should be:

$cfg['Servers'][$i]['tracking'] = 'pma_tracking';

I hope this helps those of you who are having trouble (like I was)
getting this to work.
