Thank you for taking the time to report this issue and help to improve
Ubuntu.

This is definitely not a bug in plymouth, which is not in a position to
break the boot like his.  The referenced Debian bug is a bug in the
klibc-utils package, which seems plausible; reassigning accordingly.
