What perplexes me is that it looks like pvcreate is succeeding in both
cases, because a PV appears to be created.

If it's not dependent on the order in which you run the commands, then
perhaps it's a permissions problem?  (I wonder if the sudo is causing
trouble).  Who are you running this as?  Can you try running as root
(e.g. sudo bash beforehand).

Also, I noticed you seem to have uid and gid flags... do you by any
chance have ~soren/nova/derootification merged in?  Are you running off
a clean trunk?
