Jelmer Vernooij has proposed merging lp:~jelmer/bzr-pqm/fix-import into lp:bzr-pqm.

This changes the import of TestLoader to be from bzrlib.tests.TestUtil rather than bzrlib.tests. The first works in both older and newer versions of bzr, the latter only works in older versions of bzr.
