[Bug 639722] [NEW] Include a 'Fade' Focus Animation By Default

On a fresh install, if you install and open compizconfig-settings-
manager, you'll notice that there is no 'Focus' animation set. Adding a
Fade animation with a 150ms duration creates a much nicer desktop
experience and unifies a feeling a cross different applications, and it
should be the default.
