I can confirm this bug

1) lsb_release -rd 
Description:	Ubuntu 10.04.1 LTS
Release:	10.04

2) apt-cache policy skype
skype:
  Installed: 2.1.0.81-1ubuntu5
  Candidate: 2.1.0.81-1ubuntu5
  Version table:

3) What is expected to happen is in Ubuntu Lucid Lynx, during a Skype call, 
when the other party shares their entire screen, and one maximizes the shared Skype windows, one may see and maximize other non-Skype windows over it.

4) What happens instead is that one may not bring other windows over it,
nor maximize other windows over it
